Staffers at Lincoln Village Juvenile Detention Center in Elizabethtown, Kentucky didn't start CPR on 16-year-old Gynnya McMillen until almost 10 minutes after she was found unresponsive in her cell.
Staff at the Lincoln Village Juvenile Detention Center used the Aikido restraint on Gynnya McMillen a day before she was found dead, claiming she refused to remove her sweatshirt in order to be searched and photographed for booking.
The center issued an official statement saying that McMillen was restrained because she wouldn't remove her clothes.
