Reginald Windham, a longtime employee of the Lincoln Village Juvenile Detention Center, amassed a record of misconduct, including charges of excessive force and negligence.

More information has come out about the Kentucky juvenile detention center supervisor who put 16-year-old Gynnya McMillen in an "Aikido restraint" within 24 hours of her being found dead on Jan 11.

Staffers at Lincoln Village Juvenile Detention Center in Elizabethtown, Kentucky didn't start CPR on 16-year-old Gynnya McMillen until almost 10 minutes after she was found unresponsive in her cell.

Staff at the Lincoln Village Juvenile Detention Center used the Aikido restraint on Gynnya McMillen a day before she was found dead, claiming she refused to remove her sweatshirt in order to be searched and photographed for booking.

The center issued an official statement saying that McMillen was restrained because she wouldn't remove her clothes.
