EVANSVILLE, Ind.–Two Evansville Police Department Supervisors are facing criminal charges.
In a news conference Monday afternoon, Evansville Police Chief Philip Smith announced that Sergeant William Shirley and his wife, Lieutenant Stacy Shirley, are being charged with corrupt business influence, official misconduct, and multiple counts of fraud.
“I was notified by an Evansville Police Officer in late April that both of them were possibly getting paid for off duty employment for work at the Evansville Housing Authority (EHA), but they didn’t work. It did not take long to find discrepancies in what they were turning in for payment,” said Smith.
Smith said they looked at their departmental schedules and their personal social media.
“They had dates that conflicted with the dates they were turning into the EHA for pay. There were also several text messages between Stacy and Bill that indicated that they intentionally worked together to receive payment for hours they did not work,” said Smith.
Smith said there was a separate investigation into Shirley’s off-duty employment with Dillard’s. He said that investigation showed that William frequently clocked Stacy in for shifts while she was already on duty at EPD.
The Police Merit Commission will determine the status of their employment next. William is the 2nd Shift Motor Patrol Supervisor and Stacey is the Juvenile Investigations Division Commander.
On May 16, both William and Stacy Shirley were placed on administrative leave.
